The use of a 12-meter pilot ladder is strictly governed by maritime safety laws, most notably SOLAS Chapter V, Regulation 23 and IMO Resolution A.1045(27). While a ship may carry a 12-meter ladder to account for varying draft conditions (e.g., when the vessel is completely unloaded/light), a pilot must never be forced to climb more than 9 meters on a single vertical ladder
