The DM4070 LCR meter is for measuring the inductance of wire coils, chokes, or transformers. The meter could be used to measure the inductance of the transmitter coil but it is not designed to transmit any signal to be measured by a receiving device. As a side note, I have found the meter to be quite accurate in Inductance and Capacitance measurement. It does exhibit erratic readings if the battery is weak. I have calculated the permeability of transformer cores with the inductance measurements and have been very pleased with the results.
