The black pipe with a blue stripe you've indicated is HDPE (High-Density Polyethylene) pipe designed specifically for the transport of potable (drinking) water. The blue stripe serves as a universal color-coding system to easily identify its use for mains water supply, especially when buried in trenches with other types of utility pipes.
