The incumbent is responsible for assuring that financial related IT projects are delivered in conformance with the General Service Administration and other Federal standards; providing financial related IT consulting services to internal customers; and investigating, analyzing, and providing unique solutions to a variety of unusual problems involving the acquisition and implementations of financial information technology.
Plans and manages financial IT projects from the concept development stage through implementation and management. Identifies requirements, develops technical and administrative approaches, and coordinates project resources, including project costs, human resources, scheduled completion time frames, etc.
Directs and monitors financial IT project activities, (e.g. policy and procedure development, user documentation, training, data integrity and maintenance, and security administration).
Provides acquisition support by reviewing technical requirements to determine types of services required and appropriate contract vehicle; assists in conduct of acquisition activities to establish, review, and evaluate contractor support and deliverables; and serving as a Contracting Officer's Representative.
Creates and/or provides technical input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor-supported financial IT projects. Monitors the technical effort being performed by vendors or contractors at the task order level.
Coordinates with stakeholders, technical and management personnel, and vendors to identify issues and develop solutions, determine requirements for automation, capability of current technology to satisfy financial IT requirements, and capability of vendors to respond competitively to financial IT requirements.
Analyzes technical and economic feasibility of various financial IT solutions and the impact of technological change on the financial IT systems caused by the introduction of new technologies, and mitigate any consequences by implementing necessary technical solutions, techniques, procedures, and methodologies.
Recommends changes and modifications, as required, to meet schedules or objectives. Assesses policy needs and develops policies to govern financial IT activities within the installation area of responsibility. Responsible for cost estimating and control. Uses standard enterprise project management processes, standard project management automated tools and project management techniques.
Plans, executes, and transitions information management / information technology business requirements into deployed solutions which encompass governance issues such as privacy, regulatory and standards compliance, auditing, business continuity and disaster recovery as they relate to information systems.
Ensures that risk management is incorporated into projects undertaken, as the incumbent exercises accountability and oversight of project resources, develops a project strategy from requirements analysis.
Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
Ensures IT systems, applications, and software comply with Federal Information Security Management Act of 2002 (FISMA), National Institute of Standards and Technology (NIST) Special Publications, and Office of Management and Budget (OMB) Circular.
A Degree in accounting is required.
4 years working experience will not exempted.
Leading quality assurance activities for products delivered by a shared service provider;
Leading communications, risk management, cost benefit analysis, conversion strategy, change management strategy, life cycle testing, and requirements management for financial systems project;
Change Control Board assurance that software changes are approved at each phase of implementation;
Gap analysis (Discovery);
Preparation of briefing material executives, Congress; and developing IT Spending Plans and capital.
